According to Gallup, this is because the "group may have hoped for more [change]" than they are getting. The selections that stand out as being diametrically opposed to change are his selections of Hillary Clinton as Secretary of State and the Secretary of Defense from the Bush administration. "Overall, the Gallup Daily tracking data find Americans holding firm to their general notion that Obama will make a good president, and little he has done throughout the transition period thus far has changed opinions for better or for worse." says Gallup.
